Usage of chemicals
For the use of substances in the EU 3 conditions have been set:
- The substance must be registered
- Risk management measures must be fulfilled by the user
- The registration file covers the intended application
The actors in the supply-chain in terms of REACH
- The Manufacturer is a natural or legal person established in the EU, who produces a substance by a chemical process or by extraction from natural materials
- The Importer is a natural or legal person established in the EU, who is responsible for the physical introduction of substances, preparations and articles into the customs territory of the EU
- The Downstream user uses a substance on its own or in a preparation, formulates or consumes it in the course of his industrial or professional activities or is the Producer of an article.
- The Only Representative is a natural or legal person established in the EU , fulfilling the obligations of an importer under REACH for a manufacturer established outside of the EU
- The Distributor (includes Retailers) is a natural or legal person established in the EU, who is storing substances /preparations and placing them into the market without any downstream user activities
