Of a special importance is the pre-registration for phase-in substances (mainly those contained in the EINECS-Lists) in the period between June 1, 2008 and November 30, 2008. Having completed this pre-registration manufacturers and importers are entitled to make use of the phase in periods for the registration dependant on the volume band and the classification of the substance. Within this period the substance can continue to be manufactured, imported and used.
All registrants of the same substance become members of the Substance Information Exchange Forum (SIEF). The objective of a SIEF is to avoid multiple testing with animals and the exchange of data and studies between registrants. The whole registration process is working through the Internet.
