REACH- the new Chemicals legislation in the European Union
The REACH regulation ( http://ecb.jrc.it/legislation/ ) had its entry into force on June1, 2007. Since then it is the uniform legislation in the 27 member states of the EU, as of mid of 2008 the countries Norway, Liechtenstein and Iceland will also implement REACH.

Major objectives of REACH are:

  • Improved protection of human health and the environment
  • Safe-guarding and improvement of the competitiveness of the EU Chemical Industry
  • Support of the EU open market by harmonized standards
  • Integration into global projects (GHS = Globally Harmonised System)
  • Increased transparency for consumers and users of chemicals
  • Reduction of testing with animals
  • Compliance with WTO commitments (WTO= World Trade Organisation)

Basic principle: No data- no market !

In future only such chemicals( with an annual volume> 1 to) can be manufactured or imported, for which data about the risks, identified uses and risk management measures have been filed in a registration dossier at the newly established European Chemicals Agency (ECHA). The extent of the data to be supplied is based on the manufactured or imported annual volume in defined volume bands. For Substances of Very High Concern (SVHC) an authorisation process has been established, which can result in restrictions in the use of chemicals or the obligation for a substitution.
